PUBLIC COMUNIQUE
Leaders of the communities resettled by the Cerrejón company in the Municipality of Barrancas in the south of the Department of La Guajira, including the Patilla Community Action Board, Elected Community Action Board of Casitas, Association of People of African Descent in Chancleta (Asnac), and the Tamaquito II Indigenous Reservation, have been asked by members of their communities at recent meetings to make the following urgent points because of the difficult situation in which they are living:
Socioeconomic situation: against the backdrop of general economic conditions, there has been a low level of investment in homes and this has directly affected families’ quality of life. Now they do not enjoy even the basic resources necessary for sustenance and every day the situation gets worse. To date, Cerrejon has paid for certain services (water, electricity, internet) but no alternatives have been envisaged which would bring a real solution to the problems people face in supporting themselves. This suggests to us that once the company stops paying for these services families will not have the resources to assume the costs, because of the high levels of unemployment that affect us.
However, we are not ignoring the fact that some benefits have been derived from the process. Our call for attention is intended to make clear that they are not relevant and long-term solutions, taking into account that socio-economic and cultural factors have been affected and the result has been a rise in the cost of living.
At this time, the communities do not have job opportunities because traditionally we dedicated ourselves to rural work, (agriculture, raising small animals, small-scale livestock herding, general subsistence food production, and fishing, among other things), today due to the relocations we do not have enough land or access to enough areas to carry out these activities that allow us to produce what is necessary to satisfy the needs of an entire population. We do have the opportunity to take advantage of the misnamed Educational Aid programme, which we highlight as one of many mistakes made by the company, as many of the young people who manage to obtain professional qualifications do not have opportunities in the coal project or support in the search for their first job.
Cultural Situation: With regard to our cultural identity, there are indigenous communities such as Tamaquito II and the others, and we recognize ourselves as African-descendant, which is why we consider that the company has violated our rights as ethnic minorities, from the moment it expelled us from our territory until today. Although we did not have an ethnic organization at the time, our uses, customs and identity are part of our self-understanding, which the company knew, as they had the right professionals to identify the ways of life and ancestral traits within the communities through their ethnographic studies. Faced with these different problems and others that afflict the communities we have held meetings with the company, which has always expressed its willingness to dialogue, but has clearly not provided solutions, since every day we see how the communities are in decline.
We make it clear that we are not after money, but the construction of self-sustaining communities over time, so that we can prevent our young people continuing to be lost to us due to the lack of job opportunities. We want to be communities that contribute well-being to our Municipalities, not to be problem communities.
We decided to make publicly known the true situation of the poorly named ‘resettled’ communities, so that people are aware of our discontent with the company, the National, Departmental and Municipal governments, and that together we can all seek a truly well-founded solution. Otherwise we are willing to take action, including legal measures.

COMUNICADO A LA OPINIÓN PÚBLICA
Líderes de las comunidades reasentadas por la empresa Cerrejón Limited. del Municipio de Barrancas en el sur del Departamento de la Guajira agrupados en las siguientes organizaciones: Junta de Acción Comunal de Patilla, Junta de Acción Comunal Electa de Casitas, Asociación de Negros Afrodescendientes de Chancleta (Asnac), Resguardo Indígena de Tamaquito II, a través de un llamado de los miembros de dichas comunidades, basados en reuniones previas en donde nos hacen un llamado urgente debido a la difícil situación que enfrentan, las cuales resumimos en los siguientes puntos:
Situación socioeconómica: Teniendo en cuenta que las condiciones económicas en términos generales, debido al bajo nivel de ingresos en los hogares ha afectado de forma directa la calidad de vida de las familias, hoy no cuentan con los recursos básicos de sostenimiento y cada día la situación empeora, a la fecha la empresa Cerrejón asume el pago de algunos servicios (agua, luz e internet). Sin embargo, no se visualizan alternativas que den una verdadera solución al auto sostenimiento en el tiempo, lo que nos indica que una vez la empresa deje de pagar dichos servicios las familias no contaran con los recursos para asumirlos, debido al alto desempleo que nos afecta.
Sin embargo, no estamos desconociendo algunos beneficios derivados del proceso, nuestro llamado de atención va dirigido a que no se están dando soluciones relevantes y transcendentes teniendo en cuenta que los aspectos socio-económicos y culturales se han visto afectados y por ende ha elevado el costo de vida.
En estos momentos, las comunidades no cuentan con oportunidades de trabajo debido a que ancestralmente nos dedicábamos al campo, (agricultura, cría de especies menores, pequeña ganadería, productos de pan coger, la pesca entre otros), hoy debido al traslado no contamos con territorio ni áreas donde realizar estas actividades que nos permitan producir lo necesario para satisfacer las necesidades de toda una población, si bien existe la oportunidad de un mal llamado Auxilio Educativo el cual resaltamos en medio de tantos desaciertos por parte de la empresa, muchos de los jóvenes que logran profesionalizarse, no cuentan con oportunidades en el proyecto carboníferos ni acompañamiento en la búsqueda de su primer empleo.
Situación Cultural: Frente a nuestra identidad cultural, existe una comunidad indígena como lo es Tamaquito II y las demás, nos auto reconocemos como afrodescendiente, razón por la cual consideramos que la empresa ha violado nuestros derecho como minorías étnicas, desde el momento de la desterritorializacion hasta la actualidad, si bien no contábamos con una organización étnica en el momento, nuestros usos, costumbres e identidad son parte de nuestra idiosincrasia la cual si era conocida por la empresa ya que contaban con los profesionales idóneos para identificar mediante sus estudios etnográficos los modos de vida y rasgos ancestrales dentro de las comunidades. Frente a las diferentes problemáticas mencionadas y otras que aquejan a las comunidades hemos realizado reuniones con la empresa la cual siempre ha manifestado su disposición de dialogo, pero no de soluciones ya que cada día vemos como las comunidades van en decadencia.
Dejamos claros que no estamos detrás de dinero, sino de la construcción de comunidades auto sostenibles en el tiempo y de esta manera evitar que nuestras jóvenes se nos sigan perdiendo por la falta de oportunidades laborales, queremos ser comunidades que aportemos bienestar a nuestro Municipios mas no comunidades problemas.
Decidimos hacer de conocimiento público la verdadera situación por la que atraviesan las comunidades mal llamadas reasentadas, para que conozcan nuestro descontento frente a la empresa, al gobierno Nacional, Departamental y Municipal, y entre todos busquemos una verdadera solución de fondo, de lo contrario estamos dispuesto a tomar acciones, incluyendo las vías de hechos.
